Organizations must develop, implement and maintain a comprehensive security program for any records containing personal information. The new Massachusetts Rule 17.03 and 17.04 define protected information as containing first and last name or first initial and last name with a Social Security number, drivers license number, state identification number, financial account number or credit or debit card number. Fines for non-compliances range from $5000-$15,000 per infraction. Compliance must be achieved by March 1, 2010.
